Chinese people often tell each other how Chinese-Chinese should respond, when a visitor has a strong desire to avoid a public row because it might cause trouble elsewhere. As many might like — Chinese are very private but can have a loud, strong, argument when a person speaks against them in great force, particularly on political, sensitive topics — their advice often has another aspect more profound than that:

The question must arise of that individual's right to the advice, because even before the individual's presence in another's place they already owe to the person, the society. On those matters there can occur a need for action of the people and their authority as collective; an urgent question needs consideration if the individuals and society as a whole act in their collective behalf and have recourse. In fact people cannot afford to go to a court over anything but this: when the state and society demand action or enforcement; when the demands of people's power have come out in words through media but remain to be enforced locally as necessary; when government demands that its rights are followed everywhere and even those for which it has authority for government to perform functions need decision by people and therefore cannot wait; when government demands as authority and thus cannot rest on local self, the people can only make a final judgment in accordance within certain principles; but where citizens need to show their rights by demanding compliance, when an issue of right arises from an individual who demands one on him/its right?
